Vision
To protect, preserve, and exercise the Community’s sovereignty and self-governing rights.
Mission
Implement and advance the Community’s direction to fully provide trust services under Tribal Self-determination (Pub. L. 93-638) and Self-Governance (Title IV) authorities.
Self-Governing Principles
The Community is a sovereign nation, and regards all relations between the United States and the Community to be of a formal government-to-government nature;
As a sovereign nation, the Community exercises the inherent authority and control over its territory, natural resources and welfare of its citizens. Furthermore, the Community has the authority to set internal priorities (without federal interference); and, under Title IV – Tribal Self-Governance, may redesign its programs and reallocate federal funds to more efficiently meet its local needs;
The Community, according to the devolution of federal funds and services delivery, uses its capacity to increase its programmatic and administrative responsibility, and minimizes federal reporting burdens, monitoring and oversight; and
The Community reserves the right to choose the institutional arrangement by which it receives federally-funded services. Federal agencies become advisors and providers of technical assistance rather than day-to-day managers of trust services.
The Community is accountable to its citizens.
