Planning Services Division
Planning and zoning balances cultural, economic, and environmental considerations to maintain and enhance the community’s overall character. The division works collaboratively with leadership, landowners, and various departments to promote thoughtful and effective land use for both public and private development. It also ensures that all development complies with the adopted General Plan, Zoning Ordinance, Design Standards and Policies, and development regulations.
Guiding Documents
General Plan
The General Plan serves as the Community’s master policy document for land use decisions, capital improvements, and neighborhood planning. It establishes long-term goals that are supported by the Zoning Ordinance and Design Standards and Policies.
Zoning Ordinance
The Zoning Ordinance are regulations established by the Community to control land use and development, ensuring that land is used in a way that promotes public health, safety and welfare.
Design Standards and Policies
The Design Standards and Policies provide standards and guidelines for development and design practices within the Community.
Applications
The Planning Services Division guides applicants through established procedures designed to support responsible growth while protecting the character and integrity of the Community.
Preliminary Application
All new, major and most minor applications begin with a Preliminary such as General Plan Amendments, Rezonings, Conditional Use Permits, Variances and Design Review applications. This meeting provides applicants with information on development requirements, review procedures, application materials, and fee structures, while allowing staff to conduct an initial assessment of the proposal.
Planning & Zoning Applications
Planning and Zoning Applications are required for General Plan map and text amendments, rezonings, Zoning text amendments, conditional use permits, variances, wireless communications facilities (WCFs), planned development and zoning confirmations.
Design Review Applications
The purpose of Design Review is to make sure that all projects built within the Community are consistent with the Community’s land use planning policies and development regulations. Design Review applications are required for all new projects and existing projects that require modifications.
Special Use Permits
Special Use Permits are required for certain events or activities occurring within the Community, particularly those impacting preserve lands, public roadways, or community safety. This process ensures that events are properly coordinated and conducted in a manner that protects residents, visitors, and Community resources.

Geographic Information Systems (GIS) Services
GIS supports land use planning and decision-making by capturing, analyzing, and mapping location-based data. By integrating geographic information with data systems, GIS assists departments in evaluating property ownership, zoning classifications, infrastructure impacts, environmental conditions, and development suitability. These tools support strategic planning, problem-solving, and informed decision-making across the Community.
